What is this, how did it get there and how do I get rid of it?

I had something like that where the "bump" ended up pretty much becoming dead skin and I bit it off from around my philtrum. Mine ended up happening because, my jewelry was too short and me being too lazy to go buy something longer.

But, have you tried longer jewelry or swishing around some saline solution in your mouth?

i had the same problem with my philtrum i did sea salt soaks but i later cut cut the damn thing off

The jewellery has lots of room, or at least as much room as I am willing to give it (any long and it would be getting caught on my teeth all the time) I've been doing SSS since my Philtrum is still new but maybe I'll try doing two a day now instead of one.
If its not gone in a week I'll slice it off.

So do i and mines only a couple of weeks old. Apparently its common when they're first done but it'll come off at some point.
