it depends on what she plans to have in the future though.
bad placement now will affect future work she'll be having done.

and please DON'T say that "this is the only one i'll [she'll] ever get" as the majority of people go for a 2nd one sooner or later.

She's not gonna have to hide it and I wouldn't hide my grandfather's name but I was thinking maybe her upper back like her shoulder blade but I was wondering if that's a good place for a  girl to get a tat

I had a friend who did that, but hers was of a feather.  Makes for interesting conversation if nothing else.  Good stuff.  I remember how a group of people would run into the closest bathroom or the nearest corner, eager to see it (and her butt in general, for the guys LOL).
 
For me, it would depend on how big its going to be, and what kind of lettering.  I've seen shorter things on the insides of foots, which looked great.  I would maybe suggest that, or the shoulder is good. 
 
Best way to test it out- get a ink pen, and draw it on.  If she finds a place she likes for it, get a fine point permanent marker, and trace it, and leave it.  It sure as hell helped me to do that.

I guess it would depend on what she wants to have done in terms of placement. If she brings her idea to the artist she'd like to have do it I'm sure they would work with her on  ideas. With transfer paper she could also see it on different areas (nape,shoulder,ankle, etc.) and decide what's best.
