Also I have seen a bunch of artists on this site from NY and have some great portfolios on the site as wellyou can use the studio search by zip code and distance.

You should be able to get the tattooist to do a test patch somewhere where it won't easily be seen and that could work as a guide.  To be honest, though, you should be fine with black.  Your skin isn't too dark.  Other colours, especially white, are likely not to be as successful.  tattoos sit below the surface of the skin, so you will have a layer of skin over the tattoo.  White is likely to completely disappear.  Blue is also very difficult.  We had a customer with skin darker than yours who wanted a particular flag with blue in it.  After a patch test it was obvious that this would not work on his skin.  Any colour without an outline is going to spread more as the black tends to contain the colour.  I'd stick with black if I were you, but I would look to see if you could find a variation on the design as that one is not going to be unique to you.  Shading would also give it depth and add interest.
