No, it's not possible. The tissue on the head is much different and shoving a taper through that would suck more than it already does. Remember you're not tapering one size. Well, here I'll just explain mine.

According to Steve Haworth an 8g needle should be used when doing 1/4 inch silicon beads. This prevents them from popping back out and it will close up fast not requiring any glue or sutures.  It's just like a rung on a jacob's ladder except a bit bigger.

You then follow through that piercing with a 4g taper. Followed by the implant which it pushed in using a pusher bar.

Now, first off think about that on the head of your duck. But, then realize you can't really pinch that skin up enough to pierce it the same way you would do for a genital bead along the shaft. It would pretty much just get lost in there if you tried to do it the same way.

I really don't recommend it at all.
